And moved the binary inishell into a "bin" directory

This is issue 869 and is required for several reasons: 1) to make Inishell more
similar to MeteoIO, Snowpack, etc 2) because Qt6 is moving to CMake in
replacement of qmake 3) because it will "easily" allow creating native packages
for several platforms.

This fulfills issue 870.

Renamed one smet output key (versioning) and added validation regex to the coordinate systems parameters

Fixed wrongly bold METEOBLUE key and imporved coordinates specifications help
text.

Such coordinate specifications would be marked as invalid. They are now properly
validated but obviously no URL can be build to show them on a map (since the
coordinate system is not part of the coordinates).

Added the new CSV_ONLY_LINES option and restructured this kind of options into a new "Data parsing restrictions" frame
