Support comma-separated lists in ACDD fields

Some ACDD fields support comma-separated lists of values that should be consistent between different keys (see https://adc.met.no/node/4, for example CREATOR_EMAIL). The validation in Inishell should support such lists and MeteoIO should validate the consistency of such lists.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
