LOCAL coordinate system checking
The LOCAL coordinate system doesn't pass the void Coords::check(const std::string& pre_msg) function.
I did not manage to have a LOCAL coordinate system set up to pass the Coords::check function, but get the error message: [Coords.cc:703] InvalidArgument: Inconsistent inline geographic coordinates in file ""../input/meteo//WHOI05.smet"": Latitude/longitude and xllcorner/yllcorner don't match for given coordinate
If no absolute reference point is provided, convert_to_WGS84 returns nodata and the subsequent test will fail (shouldn't the test pass anyway when lat/lon is nodata for a LOCAL coordinate system?)
When a reference point is provided, the test seems to fail when a point in a grid is more than 5m away from the reference point, a situation which is not inconsistent.
