      The plugins are no longer separately loadable libraries, but are fully incorporated into libmeteoio. All classes and facilities that provided capabilites for the dynamic loading were deleted (DynamicLibrary). IOPlugin now holds a function pointer to an instantiation function for children of IOInterface. In IOHandler::registerPlugins() all plugins need to be registered with the key name, the class name, a pointer to an instance of the class and a function pointer to the instantiation function for the class (child of IOInterface). IOInterface lost some complexity and thus the constructor of the base class does not have to be called in derived classes anymore.
      
      The CMakeLists.txt files had to be updated to no longer make separate dynamically loadable libraries for each plugin, but to simply add the classes the user selectes to the meteoio library. 
      
      As a side effect the io.ini key GENERAL::PLUGINPATH is no longer necessary.

      The MeteoData == operator now compares with an epsilon. The chekEpsilonEquality function has been rewritten, according to best practise and inlined. The powN functions have been moved to MathOptim and inlined. This makes the benchmarks 2% faster, that's such a victory...

      Since the autotools are obsolete (and unmaintained) in MeteoIO, they have been removed. The popc++ version can be compiled with cmake (with some tricks: disable GSN and force the compiler to popcc). 
      
      For consistency, the various definitions of ot_deg and to_rad have been suppressed and replaced by Cst::to_deg or Cst::to_rad. Some mentions of the Earth's radius have been replaced by Cst::earth_R0. In Coords, some variables have been declared as const.

      A new getMeteo() method has been implemented that transparently performs spatial interpolations and returns a grid for a given parameter. This should be prefered to interpolate(), since it allows the reading plugin to directly provide gridded data (such as coming out of GRIB).
      Code cleanup in ResamplingAlgorithms, improved error message in A3DIO. Several keys have been updated/added to the plugins, in order to be more consistent between plugins. Therefore, meteo file extensions are given with METEOEXT, grid2d extensions with GRID2DEXT, grid2d prefix with GRID2DPREFIX (not all plugins support them, though), etc

      Some improvements for allowing the ARPS plugin to read u, v, w, etc from an ARPS file. Unfortunatelly, files edited with ARPSGRID are stripped of all markup for fields, so they are currently not supported. It also seems that not all files contain all possible fields, and even if they would, they would still miss some important field (like TA, RH, etc). This is therefore of little practical interest...

      This addresses the 2D part of issue 168: the ability to specify which meteo parameter and time step to read/write from/to a 2D grid. This should be the prefered reading method in the future, since it leaves to the plugin the task of building the file name, extension, database table, etc This also provides added metadata and more control over the writing process.

      The POPC version has been heavily transformed. Since we would need IOManager has a popc object and this is quite hard (we need a backreference in Meteo2DInterpolator), all parclasses have been removed. Instead, the user will have the responsability to packaged IOManager in his own parclass if needed. This makes the code simpler and skips difficult issues...
      
      A new fill method has been added to the Array2D and Array3D templates that does the reverse of subset (ie: reassemble arrays).
      
      Better error messages have been put in SNIO.
      
      A new Date setter that takes a Date object has been created.
      
      This version does NOT correctly compile with the autotools (it leads to a segfault when running code using MeteoIO), but the cmake compiled library works fine.

      The arrays are now using the vector filling methods when possible. A specialized template for convertString(unsigned int) has been written. 
      
      A two segments linear fit (for elevation detrending) has been implemented with a fixed inflection point. This is quite primitive but allows the LLIDW spatial interpolation to use it and therefore to behave like the traditional SLF SnowFit program. More work will be needed for fully configurable regression algorithm choice though... 
      
      Some namming issues have been fixed in COSMOXML. A better emissivity handling has been implemented in SNIO to be closer to the original Snowpack (ie: compute clear sky ILWR when no cloudiness/emissivity is given).

      Overall all include statements within in the library have been replaced by angle brackets, the default install path for the include file is $CMAKE_INSTALL_DIR/include/meteoio, the meteoio libraries (static and shared) will be installed in $CMAKE_INSTALL_DIR/lib per default.
      
      The plugins will be installed in the subdirectory $CMAKE_INSTALL_DIR/lib/meteoio/plugins

      The ARPSIO plugin's documentation is now correclty linked to the rest of the documentation. The reading of DEMs has been validated (with some bug fixes). It currently only works for APRSGRID modified data files (but supporting original ARPS ascii files should be easier). More explicit error messages have been added to Array2D

      The first version of an ARPSIO plugin has been written, largely based on the code of LegacyIO. This plugin is mostly non-fonctional (besides reading DEM) because most of the concepts of ARPS files are foreign to MeteoIO... Finishing it will require carreful thinking and brilliant ideas! (the biggest issues have to do with the irregular grids that are a usual feature of ARPS files).
      
      A warning has been silenced until we finish the implementation of the USER interpolation algorithm (reading user provided grids).
