Removed all optionnal exe args except restart, now snowpack and eb are always constructed, nocompute option has been removed, and drift has to be enabled using ENABLE = TRUE in the SNOWDRIFT section. The runoff module has been de-activated

Implemented grid reading. Be carefulll, this is not a general implementation, only one case is handeled.

So when enabling BUNDLE_ALL, all headers that are necessary to compile
any third party project relying on any of these (including Alpine3D that
needs to compile against libsnowpack) are included.

Moreover, the FindMeteoIO and FindLibsnowpack have been updated to their
latest versions from their respective projects.
