Ported from Snowpack.

Improving the previous commit: the text of the error message now correctly mentions ISWR, TA and RH. The error message was also at an unreachable location, since the previous if-statement would already trigger a throw.

Now ILWR must only be present once, there are no cross-checks with TA and RH

Some grids that are processed by getGrid (TOP_ALB for example) need to be available at all processes, so making that the default. It will be good to keep the Reduce vs Allreduce option in the code, for future use.
